It is even less understandable - if that is possible - how TEPCO basically can just say, well, we did the right thing with the risk increase, but whether it reaches the target recipients is not our problem. Least understandable of all is the Japanese government's non-action in that respect. This accident endangers all of Japan and its people, economically as well as health-wise, and to what extent it does harm even beyond Japanese borders depends in large part on how well the workers at the plant perform.
