They are the ones in charge of issuing tsunami warnings, so you tell me. The guys from JMA had to give a press conference to deny that there was any tsunami warning at all.<br /><br />I presume that the fake tsunami warning was an attempt to hide the explosion at number 3, since almost all TV channels started calling for evacuation in the coastal areas at that point.
