There is an article on this at the TBS news site. Apparently the water flowing to #3 has been reduced, which is causing the temperature to rise.

Thanks for the link. I've read the same on other media, but it's so TEPCO, isn't it? They didn't realize the water going into Reactor 3 was less than they intended because the pipes feeding Reactors 1, 2, 3 are all connected. Increase Reactor 1, and lo and behold, less water going to Reactor 3. Or so they say.
