National Diet Independent Investigation Commission's Report on Fukushima Accident Is Out

The English version has the summary and appendices, with the main report to be coming soon. It is available at this page: http://naiic.go.jp/en/report/

(The Japanese version with the main report is here: http://naiic.go.jp/report/)

I haven't been able to view any of the files since yesterday. Every time I try to download the PDF files from the site, my PC freezes up and Adobe Flash crashes.

Main points (from various media reports):

  • The Fukushima I Nuclear Power Plant accident was a "man-made disaster".

  • TEPCO and the government was continuously kicking the can down the road, delaying the implementation of costly countermeasures against earthquake and tsunami.

  • It cannot be denied that the earthquake may have caused the damage to the plant.

  • The Prime Minister's Office's interference in the early days of the accident exacerbated the confusion.

  • There was little basis for the no-entry zone that the government set.

I was able to get the EN versions downloaded. Executive summary, appendices and the introduction slides. I put them here. http://www.simplyinfo.org/?page_id=6609
Anyone is free to view, share, swipe, repost on their site or whatever. I read through them today. The evacuees comments are really sad. The workers comments surprised me how frustrated and screwed over many of them felt. Their feelings are understandable, I didn't realize exactly how bad they were being treated, even TEPCO employees.

Thanks Fons Martens and Nancy for the links.

I've posted how badly TEPCO workers were treated by ordinary citizens in the community.

I also read TEPCO's report (supplement) detailing the workers' recollection of the first 5 days of the accident. After reading it, I decided former PM Kan had absolutely no business going there on March 12 and shouting at the plant management out of his ignorance, while the workers were barely breathing and moving, stunned at what was happening.

Let's not forget former PM Kan ordered Tepco to keep workers at Fukushima: if the whole crisis business had been left in the hands of Tepco alone by now Tokyo might be as contaminated as Fukushima.
The idea of entrusting totally the management of nuclear crisis to electric utilities and their regulatory bodies (the same who could not prevent the crisis in the first place) is nonsense.
Kan got no help from Tepco (they denied the meltdown for a whole month!) nor from Madarame and his useless commission so a little frustration on his side is understandable.

Sorry, should read: Kan reported he was not getting any help from Tepco (after all they denied the meltdowns for nearly a month) nor from Madarame and his commission.

Even if Kan mistreated a little the workers this can not be nearly as bad as sending them to work without dosimeters of failing to perform mandatory health checks or failing to put in place countermeasures to prevent a crisis that was described as man made by the diet commission and then having the workers put their health at risk to contain the crisis fallout, as Tepco has done.

Beppe, TEPCO did not deny the core melt, neither did NISA. Particularly NISA, whose spokesman said "core melt" possibility on March 12, 2012, before Reactor 1 bldg blew up. TEPCO said there are holes at the bottom of the Pressure Vessel, in March.
