seems like the japanese could go over the area around the plant with a metal detector / geiger counter and lay rest to any speculation. They should be able to scan a radius of a few miles in short order. This includes the beach / water. Cameras work underwater, so the above gear should be able to as well.

Without indulging in denial of the dire nature of the situation, it is best to try to remain positive. Descending into hopeless despair is paralysis.
