On March 17, TEPCO released the photographs and videos they took around 4PM on March 16 of the Reactors No.3 and 4 in Fukushima I Nuclear Power Plant.
TEPCO claims that TEPCO employees saw water in the Spent Fuel Pool on the top (5th) floor of the Reactor No.4 (or what's left of it.)
Photos are from Asahi Shinbun. The link also has three videos that TEPCO took.
The green structure about the middle of the photo is a crane that handles the nuclear fuel rods in the Reactor No.4, TEPCO says. This photo doesn't really show the water in the Pool, and we are to take TEPCO employees words for it that they saw water.
