The US Coast Guard of course has to spoil the party, and says people will face fines for whale harassment of at least $2,500 if they do not stay least 100 yards away from the encroaching whales. Uh... whale harassment?

All those gulls are a clue that the whales had bubble-netted a school of food (krill? small fish?) and plunged through it, mouths open, to trap the food and and force water out through the baleen and then swallow. Whales ... in Japan the government protects those who kill them, and in California the authority tries to stop those who love them too much.
