"Black Dust" in Tokyo? With 243,000 Bq/Kg of Radioactive Cesium

福島県南相馬市内で発見された超強力な放射能を持つ謎の“黒い粉”が話題になったのは今年2月のこと。

It was this February when the super-radioactive and mysterious "black dust" found in Minami Soma City in Fukushima Prefecture was in the news.

1kgあたり108万ベクレル」というケタ違いの線量は衝撃的なものの、「南相馬での特殊な事例」として受け止められていた。ところが、その「黒い粉」は東京都内の至るところに存在しているという。

Although 1.08 million Bq/kg was shocking, it was considered to be specific only to Minami Soma. However, I've been told that "black dust" exists everywhere in Tokyo.

「放射線検知器を近づけてみると、明らかに反応があるので、汚染度が高いのかなとは思っていたのですが、まさかここまでとは……」「黒い粉」を都内で発見した、市民団体「NO!放射能 江東こども守る会」の石川あや子代表は驚きを隠せない。「江戸川区のJR平井駅周辺で『黒い粉』らしきものを見つけ、採取したサンプルを神戸大学の山内知也教授に検査してもらったところ、最大で1kgあたり24万3000Bqという数値が出たんです」。

"When I brought the radiation detector closer, it visibly responded. So I knew it might be highly contaminated, but didn't know it was this contaminated...", says Ayako Ishikawa incredulously. Ishikawa is the head of the citizens' group "No! to Radiation, Protect Children in Koto". [Koto-ku is one of the eastern Special Wards of Tokyo]. She says, "We found something that looked like "black dust" near the Hirai JR station in Edogawa-ku. We collected the sample and and asked Professor Tomoya Yamauchi of Kobe University to measure the radiation. The result was that it had the maximum 243,000 Bq/kg [of radioactive cesium]."

これは原子炉等規制法で定められた「安全基準(クリアランスレベル)」の約2430倍という、途方もない数値だ。

It is 2,430 times the clearance level [100 Bq/kg] specified by the Nuclear Reactor Regulation Law.

「注意して見ると、『黒い粉』は都内の至るところにあります」と石川さんは言う。そんなにあちこちに高汚染の物質が転がっているのだろうか? という疑問を抱えつつ、「黒い粉」の調査に本誌記者も同行した。

"If you look carefully, "black dust" is everywhere in Tokyo", says Ishikawa. Such highly contaminated materials are everywhere? I decided to accompany her to look for "black dust".

まずは、JR平井駅から徒歩10分ほど。公営団地そばの運動場で「黒い粉」を発見した。フェンス近くで何か所にもわたって吹き溜まっていた「黒い粉」は、一見すると黒い土のように見える。近づいてよく見てみると、乾燥して干からびたコケやカビのようなものであるとわかる。

First, [to a location] about 10-minute walk from the JR Hirai Station. We found the "black dust" on the playground near the public housing. There were several drifts near the fence, and they looked like just "black soil". When I took a closer look, they were revealed to be something like a dried moss or mold.

「この前来たときと微妙に場所が変わっていますね。風雨で移動したのかもしれません」と石川さん。ガイガーカウンターよりも信頼性の高い、国産のシンチレーション式放射線検知器を「黒い粉」に近づけてみた。すると数値が急上昇し、毎時2μSvを超えた。東京都の平均的な空間線量(地上1m)の約20倍だ。山内教授は「一般的に携帯式の放射線検知器は周囲の放射線量の平均値を表示します。つまり、少量の物質に検知器を向けて数値が急上昇するならば、その物質が極めて強い放射線を出している可能性があります」という。

Ishikawa said, "They are at slightly different locations. Rain and wind may have moved them." We measured the radiation with the scintillation survey meter made by a domestic manufacturer because it is more reliable than a geiger counter. The number shot up quickly, and exceeded 2 microsieverts/hour. That is twenty times more than the average air radiation level (at 1 meter off the ground) in Tokyo. Professor Yamauchi says, "In general, a scintillation survey meter shows the average radiation level. If the number rises rapidly when the survey meter is directed toward a small amount of substance, it is possible that the substance is emitting extremely strong radiation."

果たして、「黒い粉」の正体とは何なのか? そして、「黒い粉」の性質を利用した効率良い除染方法とは? 5月15日発売の週刊SPA!「首都圏を襲う[放射能の黒い粉]」では、「黒い粉」の元になる物質の怖さのみならず有用性もまた報じている。

What is this "black dust"? What is the efficient decontamination method using the unique properties of the "black dust"? Shukan Spa [weekly magazine] that will go on sale on May 15 has the article "Radioactive black dust striking the Tokyo Metropolitan area", which will report on the danger of the substance that makes up the "black dust" as well as its usefulness.


I don't see much point in comparing it to the clearance level of 100 Bq/kg which is applicable only to enclosed nuclear facilities. After the Fukushima nuclear accident, it's a whole new ballgame where the disaster debris exceeding that clearance level is being shipped to Kyushu to be burned in a regular incinerator and the soil samples in Kanto and Tohoku easily exceed that level in many locations.

Even though I have reported on the "black dust" in Minami Soma City (most recently, here), I am not completely convinced that this "black" substance is any different from a drift of dirt that one often saw on the road surface or near the drains even before the Fukushima nuclear accident. Cyanobacteria that supposedly make up the "black dust" are ubiquitous.

Professor Yukio Hayakawa of Gunma University says if the top 1 millimeter of the soil is taken the radioactivity can be extremely high, though he seems to think that "black dust" is a very good indicator of urban contamination.

No matter what it is or how it came about, it is clearly highly radioactive, and it'd better be removed to avoid contact. No municipalities are doing that, as they should.

Just don't go multiply that number (243,000 Bq/kg) by 65 and exclaim "Look, Tokyo is more contaminated than Chernobyl exclusion zone!" The multiplier of 65 only applies to soil samples that are taken from the surface to 5 centimeters deep, and whose specific gravity is about 1.3g/cm3. If Tokyo's "black dust" has the same weight as Minami Soma's "black dust", it would be less than 0.5g/cm3.

Professor Yukio Hayakawa Takes a "Radioactive Walk" in Edogawa-ku, Tokyo (4/9/2012)

Edogawa-ku is one of the 23 Special Wards (ku) of Tokyo, situated in the eastern-most Tokyo right next to Chiba. The eastern Wards of Tokyo, including Edogawa, Katsushika, Adachi have elevated radiation levels compared to the western Tokyo.

Professor Hayakawa walked from the southern tip of Edogawa (Kasai Seaside Park) to Shinkoiwa JR Station. Along the way, he measured "black dust" (dark sediment) at two locations, and one of them (in Kasai Seaside Park) measured 1.385 microsievert/hour on his survey meter.

He also used a stick-type cheap survey meter called "Air Counter" (aka "Ea-bo" エア棒), which seems to measure pretty well if the radiation level is above 0.1 microsievert/hour.

10 Elementary Schools in Edogawa-ku, Tokyo Are Sending Kids to "Winter School" to Ski in Fukushima Prefecture

Information obtained from the Togetter log from concerned residents and local representatives in Edogawa-ku, situated in the eastern Tokyo where the radiation levels are much higher than the rest of Tokyo.

It's clearly not enough for the Edogawa municipal government and the Board of Education there to have exposed children since March last year to elevated radiation levels and have done next to nothing to mitigate the situation:

(From a local representative) I've been asking the Board of Education again and again to reconsider the "winter school" in Fukushima Prefecture for the elementary school children in Edogawa, but all they say is "If we cancel, that will fan the baseless rumors", "It's up to the school principals to decide".

However, the schools say, "It was the Edogawa-ku government who decided and booked the facilities in fall last year. We didn't have any say."

A principal of one of the schools says, "It is the decision by the Tokyo Metropolitan government and the Edogawa municipal government that it is safe, so I will abide by their decision."

He also says, "The Edogawa government instructed us not do anything [regarding the winter school] until after the end of August last year. In fall, there was no alternative left because everywhere else [outside Fukushima] had been booked already."

Food that will be served in the "winter school" in Fukushima: Fukushima produce that's sold in the market there. Milk is from Fukushima. The grocer there says "They are safe because they are sold in the market."

From the looks of it, the principals at these schools do have a decision-making power, but they do not exercise it for the fear of getting into trouble with the Board of Education. The Board of Education sits pretty because technically it is the decision by the individual school, even though it, along with the Edogawa government, strongly "suggests" what to do.

The air radiation levels in the area where the pupils will be sent vary from 0.06 microsievert/hr to 0.33 microsievert/hr, according to one of the tweets.

Net net, no one will be ever responsible.

Well, for Edogawa-ku, absolutely nothing happened on March 11, 2011 and ever since.

There you go. As long as you have captive consumers like elementary school pupils, you have no problem selling contaminated food (school lunches) and operating tourist outfits in the contaminated areas (summer schools, winter schools). You don't even need to launch a pricey promotional campaign.

Even the Imperial Japanese government toward the end of the World War II tried to save the future soldiers and factory workers and evacuated elementary school children from the heavily bombarded cities. But now, they are sending these small "soldiers" in the potential harm's way to conquer radiation, all to help Fukushima Prefecture's "recovery" and "reconstruction".

#Radiation in Japan: Radioactive Cesium from Ashes from Household Garbage at Waste Disposal Plant in Edogawa-Ku, Tokyo

Not a water purification plant or at a waste water treatment plant, but a plant that burns regular, household garbage in eastern Tokyo was found with a high level of radioactive cesium in the fly ashes caught in the incinerator filter.

Edogawa-ku is located at the eastern end of Tokyo. Along with its northern neighbor Katsushika-ku, Edogawa-ku seems to have been in denial of the elevated radiation levels throughout the ward, and has only recently (June 18) started to measure the radiation at multiple locations within the ward.

The Edogawa waste disposal plant is located by the Edogawa River that separates Edogawa-ku and Chiba Prefecture. The plant can burn 600 tonnes of garbage per day with 24-hour operation, with 2 incinerators. It's in a mixed residential/commercial neighborhood, with 2 elementary schools nearby, and a nursery school right next to the plant, according to the Google Map.

東京都と東京23区清掃一部事務組合は27日、一般家庭ゴミなどを処理する23区内の清掃工場のうち、江戸川清掃工場で発生した焼却灰から、1キロ グラムあたり8千ベクレルを超える放射性セシウムが検出されたと発表した。同組合によると、灰はフィルターで集められ、運搬時などは密閉しているほか、施 設周辺の空間放射線量の測定結果からも、外部環境への影響はないとみている。

The Tokyo Metropolitan government and the "Clean Association Tokyo 23" (organization of waste disposal facilities in Tokyo's 23 "ku" or wards) announced on June 27 that radioactive cesium in excess of 8,000 becquerels/kilogram was detected from the fine ashes from the waste disposal plant in Edogawa-ku. The plant burns regular garbage collected from households in Edogawa-ku. According to the Association, the ashes are collected by the filter, and the filter is in a sealed container during transport. The air radiation levels have been measured around the plant, and there appears to be no effect on the environment.

 都などによると、一般廃棄物の焼却灰の放射線量を測定したのは福島県をのぞく自治体では初めてとみられる。

According to the Tokyo Metropolitan government, it was the first time that any municipal government measured the ashes from the regular waste disposal.

   清掃工場から発生する灰には、焼却後に焼却炉の中にたまる「主灰」と、焼却時にフィルターなどに集められる「飛灰」がある。

There are two types of ashes as the result of incineration at the waste disposal plants: "main ashes" that collect inside the incinerator, and "fly ashes" that are collected by the filter.

 今回、1キログラムあたり8千ベクレルを超える放射性セシウムが検出されたのは江戸川清掃工場の飛灰で、9740ベクレル。同工場の主灰や、ほかの清掃工場の飛灰、主灰は8千ベクレルを下回った。

Rradioactive cesium of over 8,000 becquerels/kilogram was detected from the fly ashes produced at the Edogawa Waste Disposal Plant. Cesium from the main ashes from the plant, or the fly ashes and main ashes from the other waste disposal plants was less than 8,000 becquerels/kilogram.

 このため、江戸川清掃工場の飛灰は当面、工場内の放射能を遮れる施設で一時保管される。それ以外の灰については、最終処分場に埋め立てるという。

The fly ashes at the Edogawa plant will be stored temporarily at a facility at the plant that can shield radiation. The main ashes will be buried in the final waste processing facility.

 都では、今後も灰を継続して調査するとともに、多摩地域の市町村にも調査を要請する。

The Tokyo Metropolitan government will continue the survey of the ashes, and will ask municipalities in Tama region [western part of Tokyo] to conduct the survey.

There is no safety standard for radioactive materials in wastes OUTSIDE Fukushima Prefecture. So, the Tokyo Metropolitan government is using the standard that the national government has set for Fukushima Prefecture, and it will bury the main ashes and fly ashes as long as the radioactive materials detected are less than 8,000 becquerels per kilogram.

Now, here's the actual survey result, dated June 27. The amount of cesium detected from the fly ashes at the Edogawa plant is 9,740 becquerels/kilogram.

Other high but below 8000 numbers (page 3):

  • Katsushika: 6,610 becquerels/kg

  • Ota: 6,030 becquerels/kg

  • Koto: 4,850 becquerels/kg

  • Meguro: 4,180 becquerels/kg

Looking at the numbers for the air radiation in the surrounding areas (page 5), contrary to what Sankei reports, the areas do seem to have elevated levels of air radiation.

For the Edogawa Plant, the air radiation level inside the plant is between 0.07 to 0.16 microsievert/hour. Outside the plant, the level is much higher, between 0.21 to 0.24 microsievert/hour.

As I said above, a nursery school is right next to the plant, and there are 2 elementary schools nearby.
