Fukushima I NPP Telephone Game (Nth Time): "Ice Plug for Trench Water Not Working" Morphed into "Frozen Soil Wall Around Reactor Buildings Not Working"


It involves both the Japanese media and the foreign media, both in Japanese and in English, following the usual pattern of:

  1. Original Japanese article appears in the Japanese media;

  2. Original Japanese article is then translated into English incorrectly;

  3. English article freaks out the foreign readers;

  4. English article is then translated back into Japanese;

  5. Japanese readers freak out reading the translated Japanese article.


In this telephone game still being played out as of June 18, 2014, the original article was by NHK Japan (6/17/2014), which was correctly translated (except for the paragraph order) by NHK World into English.

The news is about the frozen water barrier, or ice plug, that TEPCO is trying to form in the trench from the Reactor 2 turbine building to the plant harbor near the water intake for the reactors. The trench contains extremely contaminated water that has been sitting there since April 2011 when a worker found it pouring from the crack into the open culvert in the plant harbor. The dosimeter went overscale at 1,000 millisievert/hour over the water.

It is NOT about the frozen soil impermeable wall that TEPCO/Kajima have started constructing around the reactor/turbine buildings.

From NHK World (6/16/2014 UTC; emphasis is mine):

TEPCO finds water in tunnels not yet frozen

Workers at the crippled Fukushima nuclear plant say their effort to freeze radioactive water in underground tunnels hasn't gone as planned.

In April, they began pouring chemical solutions into tunnels at the No.2 reactor. They hoped to freeze the water to stop it flowing out to the sea.

But tests show the water remains above freezing temperature.

Operator Tokyo Electric Power Company believes objects in the tunnels are preventing the coolant from spreading evenly. They also said running wastewater is slowing the process.

They say they are planning to find ways to control the water currents and add pipes to pour in more coolant.

They say they may not be able to complete the frozen barrier by the end of the month, and dry up the tunnel next month, as scheduled.

They are trying the same process in a tunnel around the No.3 reactor. About 11,000 tons of wastewater is believed to be in tunnels at the two reactors.

TEPCO hopes to remove wastewater from tunnels around all reactors in fiscal 2014.

The utility also has to deal with groundwater flowing into the plant from nearby hillsides and mixing with contaminated materials. Workers have been creating a 1.5-kilometer underground wall of frozen soil surrounding all four damaged reactors.


The problem lies, I think, in the paragraph order in the original Japanese news article by NHK. The bit about the frozen soil wall, which is placed at the end of the news piece in the English NHK article above, is in the middle of the news in the Japanese NHK news.

So, the focus of the writers who wrote up the articles on the topic based on the NHK Japan's Japanese report may have been diverted away from the ice plug by freezing the trench water to the different topic of the frozen soil wall to stop groundwater. Or the writers simply did not follow enough on the on-going work on the plant.

(Of all people) Japan's English-language paper Japan Times wrote an article (6/18/2014) supposedly quoting AFP, Jiji and Reuters and confusing the ice plug for trench water with the frozen soil wall for groundwater. The writer clearly does not understand what "trench" TEPCO was talking about:

Tokyo Electric Power Co. says the refrigerated ice wall being built to slow the movement of water beneath damaged reactors at the Fukushima No. 1 nuclear plant isn’t working as expected. [No, TEPCO didn't say that.]

Tepco said the project, which remains in its early stages, is experiencing a problem with an inner ice wall designed to contain highly radioactive water that is draining from the basements of the wrecked reactors.

“We have yet to form an ice plug because we can’t get the temperature low enough to freeze the water,” a Tepco spokesman said Tuesday.

Trenches are being dug for a huge network of pipes under the plant that will have refrigerant pumped through them. If successful, it would freeze the soil and form a physical barrier, significantly slowing the rate at which uncontaminated groundwater flows into the reactor basements and becomes contaminated. [Japan Times is talking about frozen soil wall, not the ice plug that TEPCO's spokesman was talking about.]

“We are behind schedule, but have already taken additional measures, including putting in more pipes, so that we can remove contaminated water from the trench starting next month,” a spokesman said.

The coolant used in the operation is an aqueous solution of calcium chloride, which is cooled to minus 30 degrees. The ice wall employs the same technology as the trench project and involves the same contractor, Kajima Corp.

The idea of freezing a section of the ground was proposed last year. Engineers have used the technique to build tunnels near watercourses. But scientists point out it has never been used on such a large scale, or for the length of time Tepco is proposing.

Coping with the huge amount of water at the plant is proving to be a major challenge for Tepco, as it tries to clean up the mess after the worst nuclear disaster in a generation.

As well as having to collect vast quantities of water used to cool the melted down reactors, Tepco has been pumping up and storing water that drains down from inland mountains to the sea.

Full decommissioning of the plant is expected to take several decades. An exclusion zone remains in place, and experts warn that some former residential areas may have to be abandoned as settlements because of persistently high levels of radiation.


Foreign media outlets that also have the Japanese web presence then wrote articles in Japanese, saying "NHK said frozen soil wall is not working." Voice of Russia's Japanese article (6/17/2014) and Huffington Post Japan's article are two such examples. There are English sites and blogs that quoted the erroneous Japan Times article.

After three-plus years of confused information and confused information dissemination regarding the Fukushima nuclear accident, an increasing number of people seem to be resorting to the "devil's proof" - can you prove that the news (as per Japan Times and others) is 100% wrong?

In this case in fact it is 100% wrong, as the news is not about the frozen soil wall but about the extremely contaminated trench water which is apparently running, or flowing, and which remains above freezing temperature.

That's much scarier to me than the groundwater (target of the frozen soil wall), as it means this extremely contaminated trench water may not be standing water but may be constantly flowing and constantly leaking, possibly into the surrounding soil and into the plant harbor. I haven't read anyone paying attention to that possibility. (Certainly not NHK.)

But no matter. An increasing number of people have also started to speak like Hillary Clinton (over Benghazi): What difference does it make?

Apparently, confusion in reporting in English is such that TEPCO issued an English press release (6/18/2014) to try to set the record straight. I think it will likely fall on deaf ears, but here it is (emphasis is mine):

Fukushima - June 18, 2014, TEPCO has started freezing the water at intersections of turbine buildings inside the trenches (tunnel) from April 28, 2014, which contain contaminated water at Fukushima Daiichi NPS. This operation is one of the first steps to remove contaminated water from the trenches which is a major mile stone for TEPCO's decommissioning at Fukushima Daiichi NPS.

On June 16, TEPCO has announced some difficulties that were encountered with an effort to freeze standing water inside the tunnel which TEPCO has been implemented countermeasures since early June. However, this has nothing to do with the "ice wall (Land-side impermeable wall with frozen soil)" which is constructed by freezing the soil surrounding pipes that carry circulating refrigerant. Unfortunately, there are some miss understandings as relating to the ice wall that is being built around the perimeter of the four reactor units for the purpose of blocking groundwater.

This freezing the standing water inside the trenches are entirely different from the ice wall, which the technology is used to freeze soil, creating a frozen wall - not really an "ice wall" but in fact a wall of frozen soil - was tested and demonstrated to be effective before construction on the wall began in May. Instead of freezing the soil, TEPCO has to freeze standing water inside the trenches.

The difficulties encountered in freezing the contaminated water does not in any way represent a "setback" in development of the "ice wall," for which construction is proceeding as planned.

TEPCO will continue the decommissioning operation and contaminated water management safely and diligently with a support and the knowledge gain from our domestic and other international partners.

So for these people with these tweets and their followers, the waste water tanks are the reactors, and the dry bed of dirt and sand after the contaminated soil has been removed is either the marsh or the river.

Ditch the fact, embrace the "truth" like Ms. Obokata.

Telephone Game for N+1 Time: From #Fukushima I NNP "Not Sufficiently Managed" to "Out of Control" in Three Simple Steps


It hasn't happened for some time, this telephone game over the Fukushima nuclear accident mostly due to translation errors (intentional and unintentional). The last one I wrote about in the English blog was in September 2013, and that was about the world as we knew back then ending because of the "collapsed" exhaust stack at Fukushima I Nuclear Power Plant.

I wrote about the not-so-brilliant comment by Mr. Akira Ono, plant manager of Fukushima I Nuclear Power Plant, in an April 19, 2014 post. He said he would make the switches for emergency temporary pumps "tamper-proof", which I argued would defeat the purpose of easy access in an emergency.

In that same post, I also noted that Reuters had two different stories to tell in its Japanese article and its English article on the same topic of contaminated water routed to wrong buildings.

And as I suspected, the Reuters English article got quoted by the US media (I haven't checked the UK media) and morphed. It will be soon imported back to Japan as "credible and reliable English-language source which would always tell the truth".

It started out as a solid, fact-based article in Japanese by Reuters Japan (4/17/2014). Mr. Ono's comment comes in the very first paragraph (English translation is mine):

福島第1原発、汚染水の誤移送は「管理に不備」=小野所長

Routing contaminated water to wrong buildings at Fukushima I Nuclear Power plant is due to "insufficient management", says Plant Manager Ono

福島第1原子力発電所の小野明所長は15日の記者団とのやりとりで、約203トンの汚染水が本来とは別の建屋に誤って移送されたトラブルについて「恥ずかしい話。十分に管理できていない」などと語り、態勢の不備を認めた。調査を進め対策を講じるとしている。

Mr. Akira Ono, plant manager of Fukushima I Nuclear Power Plant, spoke with the press on April 15 and commented on the problem of about 203 tonnes of contaminated water having been routed to wrong buildings, saying "I am ashamed. We haven't been able to sufficiently manage the plant (or we haven't been able to manage the plant as sufficiently as we would like)," admitting to inadequacy of the plant management. He said [the company] will investigate and come up with countermeasures.


Then, when the article was translated into English and arranged for English-speaking readers, three things happened.

First, the article title and the opening paragraph dropped the mention of routing water to wrong buildings and associated Mr. Ono's comment with contaminated water management in general.

Second, Mr. Ono's comment was translated incorrectly - even if it is not technically wrong, that's not what Japanese would understand hearing Mr. Ono.

Third, Mr. Ono's comment was severed from the context; then the context - that Mr. Ono was speaking about the particular incidence of routing water to wrong buildings - was placed after Mr. Ono's comment.

And this is the end result, also by Reuters but in English (4/17/2014; emphasis is mine):

Manager at Japan's Fukushima plant admits radioactive water "embarrassing"

The manager of the Fukushima nuclear power plant admits to embarrassment that repeated efforts have failed to bring under control the problem of radioactive water, eight months after Japan's prime minister told the world the matter was resolved.

Tokyo Electric Power Co, the plant's operator, has been fighting a daily battle against contaminated water since Fukushima was wrecked by a March 2011 earthquake and tsunami.

Prime Minister Shinzo Abe's government pledged half a billion dollars last year to tackle the issue, but progress has been limited.

"It's embarrassing to admit, but there are certain parts of the site where we don't have full control," Akira Ono told reporters touring the plant this week.

He was referring to the latest blunder at the plant: channeling contaminated water to the wrong building
.


This naturally invited one English-language media outlet called "nsnbc" to totally separate Mr. Ono's comment, and added some fluff on their own to create a familiar fantasy world of doom.

TEPCO’s Fukushima Manager: “Embarrassing, but we don’t have control”

TEPCO’s manager of the crippled Fukushima Daiichi nuclear power plant (NPP), Akira Ono, has begun to come clean on contamination control at the site. Akaira Ono broke the iron discipline admitting that it is embarrassing, but TEPCO’s attempts to plug the leaks of radioactive water have failed. But have Ono and TEPCO really begun to come clean? The site is so volatile that an earthquake could force TEPCO to abandon the site and a meltdown of tons of spent fuel rods.

Making that statement, the manager of what, arguably, is the world’s most hazardous work site, the Fukushima Daiichi manager contradicted last year’s statements by Japanese Prime Minister Shinzo Abe, that the situation at the nuclear power plant was under control. Talking to journalists, Akira Ono said:

“It is embarrassing to admit it, but there are certain parts of the site where we don’t have full control”.


Then finally, "I am ashamed, we haven't been able to sufficiently manage the plant" turned "embarrassing...we don't have full control" turned "we don't have control" has turned into "out of control" today.

At any moment now, I am fully expecting a tweet in Japanese proclaiming "See, the plant is totally out of control! It's all in the English language media! They must be right! We aren't told the truth!"

(The last I heard, the truth is STAP cells , which Ms. Obokata encountered more than 200 times. Maybe TEPCO needs to hire Ms. Obokata as a spokeswoman who would exclaim, with tears in her eyes with full makeup and neatly curled tresses, "The plant is under control! It's the truth! I've seen it 200 times!" Maybe male journalists would then flock to her defense...)

Weekend Fun and Farce: Telephone Game (or Flight of Imagination) Over #Fukushima I Nuke Plant Exhaust Stack


(UPDATE 9/22/2013) The person at least admits both exhaust stacks are still standing despite her belief, but still insists the situation is "equivalent to having been collapsed". It's beyond comprehension at this point.

The radiation measurement near the bottom of the stack was over 10 Sieverts/hour when it was measured in August 2011 (here and here, for more info).

Japanese media quoted TEPCO as saying "There is no danger of the exhaust stack collapsing."

Ah the world is ending.

These all issued from someone who continues to insist the message she received from a Japanese living outside Japan and disseminated widely on Twitter is genuine and accurate (despite latching onto the wrong exhaust stack). After probably realizing (I hope) the exhaust stacks are still standing, she deleted her tweets, but she continues to claim it's only a matter of time before the world knows this dire truth.

She doesn't seem to know that 10 Sieverts/hour radiation was detected in 2011.

What was funny was her going back and forth with one of the workers who regularly tweet from Fukushima I Nuke Plant. She apparently did not know whom she was talking to. It went something like:

Worker ("Sunny"): That's demagogy.

Woman: No it is not, it is from reliable source!

"Sunny": If that (collapse of exhaust stack) actually happened, there would be a press conference immediately from TEPCO. The stacks are standing.

Woman: How do you know? Have you seen them in person?


Well, "Sunny" works there.

According to some who have been retweeting the "news" from this person, all major foreign media outlets are reporting it. Firm believers of this "news" say "Japanese media will never report the truth like this."

I think I can guess what will come next from the believers: "An exaggerated lie is totally acceptable to alert people on the danger of the plant."

If this kind of "news" had been released on Twitter in 2011, it might have caused a real panic.

Telephone Game for Nth Time: How "Fukushima's cesium contamination amounts to four Chernobyls" Came About (It's False, BTW)


I've lost track of how many telephone games there have been since March last year (here's one, I wrote more in Japanese blog), but here's the latest, and again it happened thanks to an English article written by a writer working for an English paper published by a Japanese newspaper. This time, it's Yomiuri's turn.

Here's Yomiuri Japanese on TEPCO's report of 900,000 terabequerels released from Fukushima I Nuclear Power Plant (part; 5/24/2012):

1~3号機から環境中に放出された放射性物質の総量(ヨウ素換算)は90万テラ・ベクレル(1テラ・ベクレルは1兆ベクレル)と推定され、政府試算の1・2~1・9倍になった。

The total amount of radioactive materials released into the environment from Reactors 1 through 3 (iodine equivalence) is estimated to be 900,000 terabequerels (1 terabecquerel is 1 trillion becquerels), 1.2 to 1.9 times as much as the government's estimates.


The Japanese reporter correctly notes the number is iodine equivalence.

Here's Daily Yomiuri, Yomiuri's English paper, reporting on the same TEPCO report, but with a different focus (part below; 5/24/2012). It is not the translation of the Japanese article but its original article, focusing more on the difference between TEPCO's estimate and NISA's estimate. It also focuses only on iodine and cesium-137:

TEPCO combined the two methods and repeated its calculations under different conditions. It reached a final estimate of 400,000 terabecquerels of iodine-131 and 360,000 terabecquerels of cesium-137.

The amount of radioactive substances discharged in the Chernobyl accident in 1986 was 5.2 million terabecquerels.


Not just in the above quote but nowhere in the Daily Yomiuri article does the writer says the number for cesium-137 is iodine equivalence. Either the writer assumes the readers would know the numbers are iodine equivalence, or he/she didn't know how these numbers were calculated. I suppose you can infer that by looking at the number for the Chernobyl accident, but without the breakdown of the Chernobyl numbers you wouldn't necessarily realize that Chernobyl number is also iodine equivalence (which it is).

The number for cesium-137 itself, 360,000, is not what TEPCO reported either. TEPCO said "10,000 terabecquerels of cesium-137 times 40 to get the iodine equivalence of 400,000 terabecquerels" for INES evaluation.

But the English sites that read Daily Yomiuri's article (but not necessarily TEPCO's press release) naturally compared the numbers this way:

Cesium-137 released from Fukushima: 360,000 terabecquerels
Cesium-137 released from Chernobyl: 85,000 terabecquerels


without realizing the Fukushima number is iodine equivalence, and the Chernobyl number isn't. Thus the headlines like "Cesium-137 contamination: Fukushima amounts to four Chernobyls" at RT, for example.

But without the 40x multiplier on Fukushima, the numbers are (I use the correct number, 10,000 which would be 400,000 with 40x multiplier):

Cesium-137 released from Fukushima: 10,000 terabecquerels
Cesium-137 released from Chernobyl: 85,000 terabecquerels


Or with the 40x multiplier on Chernobyl to get iodine equivalence, the numbers are:

Cesium-137 released from Fukushima: 400,000 terabecquerels
Cesium-137 released from Chernobyl: 3,400,000 terabecquerels


As one of the readers of the blog commented, the meme, however false, that Fukushima contamination is 4 times worse than Chernobyl seems to have taken a life of its own and is spreading. It's doubly ironic that it is all thanks to Yomiuri Shinbun, pro-nuke establishment newspaper whose owner Matsutaro Shoriki did all he could to bring about a nuclear Japan and succeeded.

"Telephone Game" over #Fukushima Reactor 4 Spent Fuel Pool

It all started with the editorial that appeared on Japanese Mainichi Shinbun on April 2, 2012.

In the column titled "Spent Fuel Pool Up in the Air" (「風知草: 宙に浮く燃料プール), the columnist Takao Yamada wrote:

「福島原発事故独立検証委員会」(いわゆる民間事故調)報告書は、原発事故の「並行連鎖型危機」の中でも4号機プールが「もっとも『弱い環』であることを 露呈させた」と書く。政府がまとめた最悪シナリオ(同報告書に収録)も4号機プール崩壊を予測。さらに各号機の使用済み燃料も崩壊し、首都圏住民も避難を迫られるというのが最悪シナリオだ

Here's my translation, as carefully as I can:

The report by the "Independent Investigation Commission on the Fukushima Daiichi Nuclear Accident" (so-called "Minkan Jikocho" [private investigation commission]) says that the Spent Fuel Pool of Reactor 4 has turned out to be the "weakest link" in the "parallel chain-reaction crises" of the nuclear plant accident. The worst-case scenario compiled by the government [the administration] (which is included in the report by the private commission) assumed the collapse of the Reactor 4 Spent Fuel Pool. According to this scenario, the spent fuel [Spent Fuel Pools?] in other reactors would then collapse, and the residents in Tokyo Metropolitan areas would face evacuation [or be forced to evacuate].

Here's how Mainichi Daily translated this paragraph (from this site, as Mainichi Daily doesn't have the link to the article any more):

A report released in February by the Independent Investigation Commission on the Fukushima Daiichi Nuclear Accident stated that the storage pool of the plant’s No. 4 reactor has clearly been shown to be “the weakest link” in the parallel, chain-reaction crises of the nuclear disaster. The worse-case scenario drawn up by the government includes not only the collapse of the No. 4 reactor pool, but the disintegration of spent fuel rods from all the plant’s other reactors. If this were to happen, residents in the Tokyo metropolitan area would be forced to evacuate.

The problem is the last sentence. Up to the sentence, it seems a faithful translation of the original Japanese. But the last sentence can be construed as if it were the opinion of the columnist, while in the original Japanese it is clear that the columnist is citing the scenario that the Kan administration received from the head of the Atomic Energy Agency of Japan.

The overseas sites which relies on the English-language news coming out of Japan did seem to take the Mainichi Daily's sentence as the opinion of the columnist, and ran with it.

At the site that I took the Mainichi Daily's quote, the article title is "It's Not Over: Government Plans for the Worst: Forced Evacuation of Tokyo". The article says:

Even more alarming is that the U.S. Nuclear Regulatory Commission (NRC) and other agencies have warned that the nuclear storage pools (the containment units that are being used to cool the nuclear fuel) have been damaged and may collapse under their own weight.

Such an event would cause widespread nuclear fallout throughout the region and force the government to evacuate the nearly 10 million residents of Tokyo and surrounding areas, a scenario which government emergency planners are now taking into serious consideration.

From what I can tell, this claim is based only on the Mainichi Daily's article, on that particular sentence. On the assumption that if the government had the worst-case scenario it must be planning for the worst-case. Well. No, it wasn't planning for anything. But that was known only in Japan and to the readers of this blog.

Then, there is a site that links to the above site, and the title of the article is "Fukushima Forcing Tokyo To Evacuate!" The content of the article is even more escalated:

If the storage pool were to fracture, the nuclear fuel would immediately heat up and explode. Radioactive fallout would be dispersed over a wide and uncontainable area. At this time now, the Japanese government are creating blueprints for forcibly removing 39 million people from the Tokyo metro-area.

This site also has the information that I have no idea where he got from, right before the above paragraph:

They have been incarcerating residents in psychiatric hospitals when they voice concerns about their radiation contact.

The sad thing about all this is that the Japanese government does not have any plan. If it does, it's been extremely good hiding it for more than one year. On receiving the worst-case scenario from the head of the Atomic Energy Commission in late March, 2011, the Kan administration decided to keep it hidden, and banish from their memory so that they didn't need to plan for any such scenario. It remained hidden, off the official government document list, until January this year. If you read Japanese, here's the scenario.
