US Westinghouse Is Asking NRC for Approval for 'Specialized Seismic Option' for Its AP1000 Nuclear Reactors, Eyeing Earthquake-Prone Markets

Westinghouse eyes nuclear reactor technology for higher seismic locations

Westinghouse Electric Co on Thursday announced it has begun the process of attaining regulatory approval for developing technology that would enable its AP1000 nuclear reactors to be used in locations with higher seismic activity.

The company said it started the process of obtaining approval from the U.S. Nuclear Regulatory Commission (NRC) for its 'Specialized Seismic Option' at a meeting on Wednesday.

The 'Specialized Seismic Option' being worked on by the company and its majority owner, Toshiba Corp will allow new units to be built in areas with a higher seismic spectrum seen in some portions of the western United States and other countries.

Eight units of its AP1000 reactors are being constructed worldwide, including in China and the U.S., the company said.


I guess Toshiba wants to be the one-stop total nuclear solution company - from building reactors (AP1000) to soaking up radioactive materials (SARRY, ALPS) after reactors get damaged.

Westinghouse's press release (6/26/2014) doesn't discuss the detail of this "Option", other than saying:

"...In addition, customers in more active seismic environments have expressed a strong interest in incorporating this Westinghouse technology into their energy portfolios,” said Jeff Benjamin, Westinghouse senior vice president, Nuclear Power Plants.


The US Nuclear Regulatory Commission has the non-proprietary information package submitted by Westinghouse/Toshiba on May 29, 2014, but the critical part of it (what the "Specialized Seismic Option" is) is blank (whiteout). The slide presentation says:

Target sites are select hard-rock sites west of the Mississippi River. Range also envelopes certain sites in other countries

'Cui Bono' Over Ukraine: Toshiba/Westinghouse for One, Selling More Nuclear Fuel to Ukraine, But Russia Says It May Lead to "15 Chernobyl Disasters at a Time"


The US's Westinghouse, 100% owned by Japan's Toshiba, will be selling more nuclear fuel to nuclear power plants in Ukraine to make up for the potential supply disruption from Russia.

Never mind that Russian Vice Prime Minister Dmitry Rogozin warns on his Facebook (link from Huffington Post Japan article) about a danger of using the US-made nuclear fuel in the Russian-made nuclear reactors in Ukraine.

As the FT article below quotes the vice president of Westinghouse, Ukraine is now the third largest nuclear power operator in Europe after France and the UK, with 50% of electricity from nuclear power.

Westinghouse extends nuclear fuel deal with Ukraine

Westinghouse Electric Company has extended a contract with Energoatom, Ukraine’s nuclear power operator, to supply fuel to plants until 2020.

The deal struck on Friday, valued at between $100m and $200m, will see the Toshiba-owned company supply 15 annual fuel supplies for initially two reactors, easing Ukraine’s dependence on Russia for fuel supplies as disputes between the two countries rumble on.

Russia has raised natural gas prices to Ukraine by 80 per cent and threatened to cut supplies altogether. This has left the government in Kiev to seek alternatives in order to diversify fuel supplies in its energy inefficient economy, as talks on importing gas from European markets via Slovakia drag on.

Mike Kirst, Westinghouse vice-president, said the group aims to be providing “roughly 20-25 per cent of Ukrainian nuclear fuel supply through 2020”.

The first supplies will be shipped to the South Ukraine nuclear power plant. Supplies to other Ukrainian nuclear reactors currently burning fuel from Russia’s TVEL will follow.

Mr Kirst described the deal as a “milestone” for Ukraine and Westinghouse.

“This contract would represent roughly between 5-10 per cent of our European fuel business. When you talk about a fleet of reactors that are 15, it could [reach] 20-25 per cent” of our business in Europe, he said.

Citing Ukrainian officials, Mr Kirst said Westinghouse fuel had proven less expensive for Ukraine “if you factor in” price and efficiency.

For Westinghouse, Ukraine is a big market. Mr Kirst added: “Ukraine is the third largest nuclear power civilian operator in Europe. France is number one. The UK number two. Now that the Germans have shut off much of their reactors, Ukraine moves into third. It is literally one of the largest markets in Europe, and very reliant on nuclear fuel getting about 50 per cent of its electricity from nuclear power.”

The use of US-made fuel in Ukrainian reactors may lead to 15 Chernobyl disasters at a time

Kiev is reducing cooperation with Russia in the field of nuclear power production and is going to sign a contract with the Westinghouse Electric Corporation of the United States for nuclear fuel supplies. Flaws have been repeatedly detected in Westinghouse-made fuel assemblies. Experts believe that the use of such assemblies will make Ukrainian nuclear reactors less reliable and may pose a threat to Ukraine’s nuclear safety.

Ukraine’s new authorities have clearly decided to ratchet down Kiev’s dependence on Russian nuclear fuel supplies and sign a contract to that end with the Westinghouse Corporation. But the move may result in a manmade disaster in Ukraine, since the nuclear power plants in Ukraine have been built from Soviet design an can safely operate only on the fuel made in the Russian city Elektrostal, says Deputy Chairman of the State Duma Committee for Natural Resources, Maxim Shingarkin, and elaborates.

"Every single reactor is normally built on the assumption that it will consume the nuclear fuel with specific characteristics, such as the amount of highly enriched uranium and certain thermal response. Any deviation may result in a nuclear accident. We can get as many as 15 Chernobyl disasters at a time, with a danger of such a scale to Ukraine, Russia and Europe that the entire world’s civilization will fail to cope with them".

Ukraine already signed a contract with Westinghouse, five years ago to be exact. US-made fuel assemblies caused problems in two generating units in less than a year. The assemblies began to bend themselves due to design flaws. But Ukraine managed to avoid a nuclear disaster then. Ukraine banned the Westinghouse-made nuclear rods from loading into its reactors. But the people currently at the helm in Kiev seem to be prepared to ignore the negative experience of using US-made fuel assemblies and to have them loaded into as many as three reactors at a time. This runs counter to the international nuclear safety and security standards, says the Chairman of the International Union of Atomic Energy and Industry Veterans, Evgeniy Akimov, and elaborates.

"This kind of experiment was made several years ago when Ukraine and the Czech Republic attempted to use US-made nuclear fuel rods. The results proved negative in both cases. The rods were removed, and the plants resumed the use of Russian-made fuel".

The use of Westinghouse-made fuel in Ukraine may put out Ukrainian reactors out of operation, prompt a discharge of radioactive substances into the atmosphere, cause the whole of Ukraine’s electric power production system to collapse and trigger and environmental catastrophe in Ukraine and beyond.


The Voice of Russia may be exaggerating, for the fear (if there is fear on their part) of losing the nuclear fuel business in Ukraine. But Mr. Maxim Shingarkin's comment above rings true.

#Nuclear Japan: Toshiba/Westinghouse to Sell AP1000 Nuclear Reactors to Czech Republic


Thanks to the top sell by Shinzo Abe, who must be visiting his loo every 10 minutes during the market hours in Tokyo.

チェコの原子力発電所建設計画で、東芝傘下の原子力大手、米ウエスチングハウス(WH)が受注する見通しとなった。安倍晋三首相とゼマン・チェコ大統領が16日の首脳会談で、原子力技術の相互協力を柱とする覚書(MOU)を交わすことで大筋合意した。建設する原発は2基、総事業費は100億ドル(約1兆円)。東日本大震災後に中断していた日本の原発輸出が一段と加速しそうだ。

Westinghouse in the US, one of the largest companies in nuclear business and subsidiary of Toshiba, is set to receive orders for the nuclear power plant project in Czech Republic. Prime Minister Shinzo Abe and Czech President Miloš Zeman will exchange a memorandum of understanding of mutual assistance in nuclear technology during the summit meeting on June 16. The total project cost is projected to be 10 billion dollars (about 1 trillion yen). Japan's nuclear export, which was interrupted by the March 11, 2011 disaster, is set to accelerate.


Toshiba/Westinghouse is to supply two additional reactors to the existing two at Temelin Nuclear Power Station in South Bohemia in Czech Republic. Their AP1000, received the highest ranking among competing bidders in March this year.

Bloomberg News: Toshiba in Talks to Sell as Much as 16% of Westinghouse

Toshiba Corp. is in talks to sell a stake of as much as 16 percent in its Westinghouse Electric Co. nuclear-power unit, the Japanese company said.

The company is in talks with three parties over the possible sale, Toru Ohara, a spokesman for Tokyo-based Toshiba, said by phone today, confirming comments by President Norio Sasaki, reported earlier by MarketWatch.

The Japanese company said in October it had “received interest” from potential partners about acquiring a stake and was open to talks on the condition that Toshiba retains majority control. Toshiba is set to acquire 20 percent of Westinghouse from Baton Rouge, Louisiana-based Shaw Group Inc. (SHAW) next month for 125 billion yen ($1.5 billion), bringing its total stake to 87 percent.

Toshiba paid $4.16 billion for 77 percent of Westinghouse in 2006. It nows owns 67 percent after Kazatomprom, Kazakhstan’s state nuclear company, purchased 10 percent in 2007.

Toshiba rose 3.2 percent to 321 yen at the close of trading in Tokyo, while Japan’s benchmark Nikkei 225 Stock Average gained 0.9 percent. The stock has advanced 1.9 percent this year.

NRC Approves First New Reactors in U.S. Since 1978

Two new reactors by Westinghouse (Toshiba) are to be added to the Vogtle Nuclear Plant's existing two reactors in Waynesboro, Georgia, population of about 5,800.

Sen. Tom Carper (D-Del.), chairman of the Senate Subcommittee on Nuclear Safety, welcomed the approval, and added, "Nuclear energy has helped curb our reliance on dirty fossil fuels and has helped reduce harmful air pollution that damages health and causes climate change."

Hahahaha.

Dirty fossil fuels? Senator, just take a look at those bags being piled up in Okuma-machi in 130 microsieverts/hour radiation, thanks to your "clean" nuclear energy gone bust.

The Nuclear Regulatory Commission on Thursday approved construction of the first new nuclear reactors to be built in the United States since 1978. The commission’s board approved the decision by a 4-1 vote, with its chairman Gregory B. Jaczko casting the dissenting vote.

The new reactors will be added to the Vogtle plant outside of Waynesboro, Ga., and operated by Southern Co. The reactors will use light water technology developed by Westinghouse. The new reactors could be in full operation by 2016, according to Southern. The reactors will together generate 2,200 MW, enough to power almost 1.8 million homes.

Sen. Tom Carper (D-Del.), chairman of the Senate Subcommittee on Nuclear Safety, welcomed the approval.

"These new reactors will employ cutting-edge technology that requires fewer components than our current nuclear fleet, thereby increasing safety by providing fewer opportunities for things to go wrong during an emergency,” he said in a public statement.

He added: "Nuclear energy has helped curb our reliance on dirty fossil fuels and has helped reduce harmful air pollution that damages health and causes climate change.”

The plan to expand the plant has faced opposition from Congressman Edward Markey (D-Mass.) and environmental groups including Friends of the Earth, which questioned the safety of the reactor design in the wake of the damage caused to nuclear power plants in Fukushima, Japan, by an earthquake last year.

“Today, the NRC abdicated its duty to protect public health and safety just to make construction faster and cheaper for the nuclear industry,” Markey said in a statement.

The Department of Energy is expected to provide $8.3 billion in conditional loan guarantees for the construction of the reactors.

The last reactor granted approval by the Nuclear Regulatory Commission came shortly before the Three Mile Island nuclear incident in 1979.

It will be Westinghouse's AP1000 pressure-water reactors, untested in the real world anywhere. The local community of Waynesboro, Georgia is very excited about the new construction, because it creates jobs for the community and double the tax revenue. (It's the same anywhere in the world, how these things are sold.)

Here's a USA Today article from March 18, 2011, after Reactors 1, 3, 4, 2 had explosive events at Fukushima I Nuclear Power Plant. The comment from the mayor of Waynesboro can be from any mayors around any nuclear power plant in Japan - in the plant operator we trust, the giver of shining new town halls, schools, recreation centers:

A nuclear plant disaster in Japan has done little to change the thinking about nuclear energy in Waynesboro, Ga., where the USA's first nuclear power plant construction in decades is planned.

Mayor George DeLoach, 70, says people in Waynesboro trust Southern Co., which is expanding its Alvin W. Vogtle Electric Generating Plant from two nuclear reactors to four.

"We have a lot of confidence in the Southern Co.," says DeLoach, who is in his 16th year as mayor. "The plant is over 20 years old. It's been operating since the late '80s and we haven't had a serious accident or complaint out there. They do a great job."

Plant Vogtle is a source of considerable largesse in Waynesboro, which bills itself as the Bird Dog Capital of the World for the Georgia Field Trials held there since 1901. Vogtle is the county's largest employer and generates about $25 million annually in utilities taxes — 70% of the local tax base. That is expected to double to between $50 million and $60 million with the new reactors, which will generate 3,000 construction jobs and 800 to 900 new permanent positions, the mayor says.

"We have five new schools, a new hospital, a new library and one of the best rural emergency management systems in the state," he says. "The nuclear plant in Japan was built in 1971. That's 40 years. We've had a lot of new technology that's come out since that plant was built in Japan."

The last bit sounds just like Japanese. Oh we have new technology now, we're not Japan.

That's what the Japanese have said all along. We have new technology now, we're not America (referring to TMI), we're not Russia (Chernobyl). In fact, they still say that regarding the state-of-the-art decontamination technologies of bags and screw drivers.

I'm sure Chinese and Indians are saying it too. We have new technology now, we're not Japan, the US, or Russia.

And so it goes.
