Huffington Post: " NRC 'Coup' Leader, Bill Magwood, Consulted For Fukushima Parent Company"

That's TEPCO. This is interesting.

WASHINGTON -- Bill Magwood, the man at the center of an effort to overthrow the chairman of the Nuclear Regulatory Commission and his most likely successor if the move is successful, served as a consultant for Tepco, the Japanese company that owns the Fukushima nuclear power plant, according to information provided by Magwood as part of his nomination and confirmation process, which was obtained by The Huffington Post.

On Friday, Rep. Darrell Issa (R-Calif.) released a letter signed by Magwood and three other commissioners attacking the panel's chairman, Gregory Jaczko, setting off a firestorm in the energy industry. Issa and the four commissioners framed the dispute as personal and managerial, but emails released by Rep. Ed Markey (D-Mass.) show a political and ideological battle underway over post-Fukushima safety standards.

Issa and Markey appeared opposite one another on MSNBC on Monday, continuing to debate whether the issue is one of personality or the politics of nuclear safety. Magwood's previously unreported relationship to Japan's nuclear industry, via the firm he founded and ran, Advanced Energy Strategies, sheds new light on that debate.

When Magwood was nominated by President Obama in 2009 to become a commissioner, nearly a hundred environmental groups, along with the Project on Government Oversight (POGO), urged his defeat in the Senate, arguing that he was too close to the industry to be tasked with regulating it.

He was confirmed in March 2010 by unanimous consent.

Since joining the body, Magwood has coordinated with the two Republicans and the other Democrat on the panel to delay and water down new safety reforms pushed by Jaczko, according to the emails made public by Markey. Following the Fukushima disaster, Jaczko has made a major effort to increase safety standards, an effort that is being closely watched by international regulators and nuclear companies across the globe.

Magwood's recent client list makes up a who's who of Japanese power and nuclear companies, and included CLSA Japan Equities Division, the Federation of Electrical Power Companies in Japan (FEPC), IBT Corporation, Marubeni Corporation, Mitsubishi Heavy Industries, RW Beck, Sumitomo Corporation and the Japan Atomic Energy Agency, which was roundly criticized for its response to the crisis.

Latest Decon Technology Out of Japan: Screwdriver

(No, not the cocktail, although it may be a good idea anyway.)

Soldiers of Japan's Self Defense Force are deployed to decontaminate the most contaminated areas within Fukushima Prefecture, cleaning up the municipal offices (quite tellingly). What's their weapon?

A minus screwdriver.

Japan Ground Self Defense Force soldiers continue their decontamination work at Iitate-mura village office in Fukushima Prefecture.

 約300人の隊員たちは防護服とマスクを着用。11日には、マイナスドライバーなど工具を使って石畳の間の土を掘り起こしたり、高圧洗浄機を使って敷地内のアスファルトを洗い流したりする作業に追われた。

About 300 soldiers wearing protective clothes and face masks were busy scraping the dirt in between the pavement stones using tools like minus screwdrivers and washing the asphalt surface in the village office compound using high-pressure washers.

 7日から始まった除染作業は約2週間続く予定だ。

The work, which started on December 7, is scheduled to last for about 2 weeks.

More on the Decon Worker Who Died on Site: "Nothing to Do with Radiation/Decon", Says Government

According to the latest in the NHK News, the worker was cleaning out the side drains at the district assembly hall in the morning. (For my report from the press conference yesterday, see my post here.)

I just hate to think how radioactive the sludge was. There is no indication that the government (this project was government-planned and funded and directed) had measured the density of the soil or sludge that it was requesting the workers to remove.

The decontamination technology for that kind of operation in Japan is hand, shovel, trowel, and sandbag.

Beyond criminal, and all the spokesman said in the yesterday's press conference was "We don't know the details, but the death is definitely not caused by the radiation, and it has nothing to do with the decontamination work".

Just to remind you that their definition of a death by the radiation for this government and TEPCO is an acute radiation poisoning which knocks out a person in an instant of the exposure to the radiation source.

Furthermore, when he said the death had nothing to do with the decon work, he had to clarify upon being further questioned by a reporter. All he meant was that the worker didn't die while he was doing the decon work.

I watched the press conference yesterday. The unease of the government spokesman was exceptional. At times, he simply couldn't even speak, trying to find appropriate words to say.

With these in mind, here's NHK Japanese (11:18PM JST 12/12/2011):

福島県伊達市で除染作業をしていた60歳の男性が、車の中で倒れているのが見つかり、死亡が確認されました。男性の死亡原因について内閣府は「除染作業と関係はない」としています。

A 60-year-old man was found collapsed in a car and confirmed dead. He was doing the decontamination work in Date City in Fukushima Prefecture. The Cabinet Office [which planned the work] says the death "has nothing to do with the decontamination work".

内閣府と警察によりますと、12日午後1時ごろ、福島県の伊達市下小国地区で宮城県の建設会社に勤めている60歳の男性が車の中で倒れているのが見つかり、病院に運ばれましたが、およそ1時間後に死亡が確認されました。男性は、下小国地区にある集会場近くで午前中から国が委託して行っている除染活動に参加し、側溝の泥を集める作業をしたあと、会社の車の中で昼食をとっていたということです。内閣府は「男性の死亡原因と除染作業に関係はない」としていますが、詳しい理由は明らかにしていません。

According to the Cabinet Office and the Police, a 60-year-old man was found collapsed in a car in Shimo-Oguni District of Date City in Fukushima Prefecture at around 1PM on December 12. The man worked for a construction company in Miyagi Prefecture. He was taken to a hospital, but was confirmed dead about an hour later. The man participated in the decontamination work assigned by the national government near the district assembly hall in the morning. He scooped the sludge in the side drains, and then he was eating lunch in the company car, it was reported. The Cabinet Office says "The cause of death has nothing to do with the decontamination work", without revealing the details.

France's AREVA Shares Stopped Trading at the Request from the Company

AFP Japanese says the company is set to report a massive loss and the plan to restructure today (December 12).

Even TEPCO is not using AREVA's water treatment system any more. AREVA's system is reportedly the most effective of the three systems (other two being Kurion's and Toshiba's zeolite towers) in removing radioactive materials (mostly cesium), but is prone to more troubles, it is alleged. I personally think TEPCO simply does not want to deal with the radioactive sludge coming out of AREVA's system, and the storage capacity for the sludge was running out when TEPCO stopped using the system.


(UPDATED) Confirmed: A Decon Worker in Date City, Fukushima Found Dead in a Company Car at the Site

(UPDATE) Information from the TEPCO/government joint press conference online right now.

A 60-year-old worker doing the decontamination experiment in Shimo-Oguni District of Date City, Fukushima Prefecture was found dead by his co-workers inside the company car at 1:00PM on December 12. An ambulance was called, but he was confirmed dead at 2PM.

The decon work was the first in Shimo-Oguni District in Date City that was planned by the Cabinet Office and was being carried out by the Japan Atomic Energy Agency. The government spokesman didn't know the details of the worker, or the details of the decon work being done, or how long the worker had worked before he was found dead. Citizen volunteers were not involved in this decon project, as far as the spokesman knew.

No information about where the worker was from, or whether he had a pre-existing condition. The spokesman did say the government knows the cause of the death, but is talking to the family of the deceased as to whether it is appropriate to disclose the cause.

The spokesman was extremely uncomfortable when he tried to answer the question of the cause of the death. He managed to say the death was not during the decon work.

The information was apparently disclosed by none other than Yasuhiro Sonoda, Cabinet Office official who drank Fuku-I water.

If a person died suddenly as he/she was doing the decontamination work in the area that produced rice with cesium far exceeding the national provisional safety limit, it has to be either the psychological stress in general and/or the pre-existing illness. Right? Right.

New York Times: Japan Split on Hope for Vast Radiation Cleanup

A very well-written article from New York Times by Martin Fackler, on December 6, 2011. I translated this article and posted on my Japanese blog, but the futility of so-called "decontamination" is best summarized, to me, by the photo that the New York Times put at the top of the article:

Even the ardent supporter for the residents' return by decontaminating the towns and cities, Professor Tatsuhiko Kodama of Tokyo University, has this to say:

“I believe it is possible to save Fukushima,” said the supporter, Tatsuhiko Kodama, director of the Radioisotope Center at the University of Tokyo. “But many evacuated residents must accept that it won’t happen in their lifetimes.”

The article correctly identifies Japan's urge or obsession with "decontamination" as a "proxy" war - to prove that Japan still matters in the world by showcasing the rebirth with determination and superior technology.

Well, that superior technology, we know now, consists of high-pressure washers, leaf collectors, bloom, gloves and rain boots, soil scrapers, bulldozers, shovels, and sheer manpower exposing the ordinary citizen volunteers to a pre-Fukushima annual radiation dosage level of a nuclear worker (50 millisieverts).

Determination, yes. But that is getting akin to fighting B29 (World War II bomber) with bamboo spears. You could say it's totally in line with what Dr. "Damashita" Yamashita said to the residents of Fukushima City as the radioactive plume was sweeping over the city on March 21 - "If you smile, radiation won't come to you."

FUTABA, Japan — Futaba is a modern-day ghost town — not a boomtown gone bust, not even entirely a victim of the devastating earthquake and tsunami that leveled other parts of Japan’s northeast coast.

Its traditional wooden homes have begun to sag and collapse since they were abandoned in March by residents fleeing the nuclear plant on the edge of town that began spiraling toward disaster. Roofs possibly damaged by the earth’s shaking have let rain seep in, starting the rot that is eating at the houses from the inside.

The roadway arch at the entrance to the empty town almost seems a taunt. It reads:

Nuclear energy: a correct understanding brings a prosperous lifestyle.

Those who fled Futaba are among the nearly 90,000 people evacuated from a 12-mile zone around the Fukushima Daiichi plant and another area to the northwest contaminated when a plume from the plant scattered radioactive cesium and iodine.

Now, Japan is drawing up plans for a cleanup that is both monumental and unprecedented, in the hopes that those displaced can go home.

The debate over whether to repopulate the area, if trial cleanups prove effective, has become a proxy for a larger battle over the future of Japan. Supporters see rehabilitating the area as a chance to showcase the country’s formidable determination and superior technical skills — proof that Japan is still a great power.

For them, the cleanup is a perfect metaphor for Japan’s rebirth.

Critics counter that the effort to clean Fukushima Prefecture could end up as perhaps the biggest of Japan’s white-elephant public works projects — and yet another example of post-disaster Japan reverting to the wasteful ways that have crippled economic growth for two decades.

So far, the government is following a pattern set since the nuclear accident, dismissing dangers, often prematurely, and laboring to minimize the scope of the catastrophe. Already, the trial cleanups have stalled: the government failed to anticipate communities’ reluctance to store tons of soil to be scraped from contaminated yards and fields.

And a radiation specialist who tested the results of an extensive local cleanup in a nearby city found that exposure levels remained above international safety standards for long-term habitation.

Even a vocal supporter of repatriation suggests that the government has not yet leveled with its people about the seriousness of their predicament.

“I believe it is possible to save Fukushima,” said the supporter, Tatsuhiko Kodama, director of the Radioisotope Center at the University of Tokyo. “But many evacuated residents must accept that it won’t happen in their lifetimes.”

To judge the huge scale of what Japan is contemplating, consider that experts say residents can return home safely only after thousands of buildings are scrubbed of radioactive particles and much of the topsoil from an area the size of Connecticut is replaced.

Even forested mountains will probably need to be decontaminated, which might necessitate clear-cutting and literally scraping them clean.

The Soviet Union did not attempt such a cleanup after the Chernobyl accident of 1986, the only nuclear disaster larger than that at Fukushima Daiichi. The government instead relocated about 300,000 people, abandoning vast tracts of farmland.

Many Japanese officials believe that they do not have that luxury; the area contaminated above an international safety standard for the general public covers more than an estimated 3 percent of the landmass of this densely populated nation.

“We are different from Chernobyl,” said Toshitsuna Watanabe, 64, the mayor of Okuma, one of the towns that was evacuated. “We are determined to go back. Japan has the will and the technology to do this.”

Such resolve reflects, in part, a deep attachment to home for rural Japanese like Mr. Watanabe, whose family has lived in Okuma for 19 generations. Their heartfelt appeals to go back have won wide sympathy across Japan, making it hard for people to oppose their wishes.

But quiet resistance has begun to grow, both among those who were displaced and those who fear the country will need to sacrifice too much without guarantees that a multibillion-dollar cleanup will provide enough protection.

Soothing pronouncements by local governments and academics about the eventual ability to live safely near the ruined plant can seem to be based on little more than hope.

No one knows how much exposure to low doses of radiation causes a significant risk of premature death. That means Japanese living in contaminated areas are likely to become the subjects of future studies — the second time in seven decades that Japanese have become a test case for the effects of radiation exposure, after the bombings of Hiroshima and Nagasaki.

The national government has declared itself responsible for cleaning up only the towns in the evacuation zone; local governments have already begun cleaning cities and towns outside that area.

Inside the 12-mile ring, which includes Futaba, the Environmental Ministry has pledged to reduce radiation levels by half within two years — a relatively easy goal because short-lived isotopes will deteriorate. The bigger question is how long it will take to reach the ultimate goal of bringing levels down to about 1 millisievert per year, the annual limit for the general public from artificial sources of radiation that is recommended by the International Commission on Radiological Protection. That is a much more daunting task given that it will require removing cesium 137, an isotope that will remain radioactive for decades.

Trial cleanups have been delayed for months by the search for a storage site for enough contaminated dirt to fill 33 domed football stadiums. Even evacuated communities have refused to accept it.

And Tomoya Yamauchi, the radiation expert from Kobe University who performed tests in Fukushima City after extensive remediation efforts, found that radiation levels inside homes had dropped by only about 25 percent. That left parts of the city with levels of radiation four times higher than the recommended maximum exposure.

We can only conclude that these efforts have so far been a failure,” he said.

Minamisoma, a small city whose center sits about 15 miles from the nuclear plant, is a good place to get a sense of the likely limitations of decontamination efforts.

The city has cleaned dozens of schools, parks and sports facilities in hopes of enticing back the 30,000 of its 70,000 residents who have yet to return since the accident. On a recent morning, a small army of bulldozers and dump trucks were resurfacing a high school soccer field and baseball diamond with a layer of reddish brown dirt. Workers buried the old topsoil in a deep hole in a corner of the soccer field. The crew’s overseer, Masahiro Sakura, said readings at the field had dropped substantially, but he remains anxious because many parts of the city were not expected to be decontaminated for at least two years.

These days, he lets his three young daughters outdoors only to go to school and play in a resurfaced park. “Is it realistic to live like this?” he asked.

The challenges are sure to be more intense inside the 12-mile zone, where radiation levels in some places have reached nearly 510 millisieverts a year, 25 times above the cutoff for evacuation.

Already, the proposed repatriation has opened rifts among those who have been displaced. The 11,500 displaced residents of Okuma — many of whom now live in rows of prefabricated homes 60 miles inland — are enduring just such a divide.

The mayor, Mr. Watanabe, has directed the town to draw up its own plan to return to its original location within three to five years by building a new town on farmland in Okuma’s less contaminated western edge.

Although Mr. Watanabe won a recent election, his challenger found significant support among residents with small children for his plan to relocate to a different part of Japan. Mitsue Ikeda, one supporter, said she would never go home, especially after a medical exam showed that her 8-year-old son, Yuma, had ingested cesium.

“It’s too dangerous,” Ms. Ikeda, 47, said. “How are we supposed to live, by wearing face masks all the time?”

She, like many other evacuees, berated the government, saying it was fixated on cleaning up to avoid paying compensation.

Many older residents, by contrast, said they should be allowed to return.

“Smoking cigarettes is more dangerous than radiation,” said Eiichi Tsukamoto, 70, who worked at the Daiichi plant for 40 years as a repairman. “We can make Okuma a model to the world of how to restore a community after a nuclear accident.”

But even Mr. Kodama, the radiation expert who supports a government cleanup, said such a victory would be hollow, and short-lived if young people did not return. He suggested that the government start rebuilding communities by rebuilding trust eroded over months of official evasion.

“Saving Fukushima requires not just money and effort, but also faith,” he said. “There is no point if only older people go back.”

An earlier version of this article said the evacuation zone covered more than 3 percent of Japan’s landmass; in fact it is the area contaminated above an international safety standard for the general public that covers roughly 3 percent of the country’s landmass.

Professor Kodama's last remark doesn't make sense to me. He said earlier that in some locations in Fukushima, going back won't happen in people's lifetimes. But then at the end he says it's no use if only older people go back. Well, after 30 years or so, today's young people, in their 20s and 30s, will be in 50s and 60s. No longer young. If they have children, they will have grown up to be in their 20s and 30s. Would they want to go back to Fukushima?

Hmmm. I don't think so. Japan, you can't depend on or look forward to "outside" intervention. There is no "kamikaze" (divine wind) here that blew to wipe out the warships of Mongols. If you don't stand up, no one will do that for you.

Moment of Truth for the No.3 Official at the Ministry of the Environment: "No One Trusts the Radiation Measurement by the National Government"

41-year-old Satoshi Takayama is the No.3 official at the Ministry of the Environment below the Minister (Goshi Hosono) and the Vice Minister (Katsuhiko Yokomitsu, former TV/movie actor). In a rare moment of truth, in a press conference in Shizuoka, Takayama blurted out, "No one trusts the measurement by the national government".

The occasion in Shizuoka was to persuade the local municipalities in Shizuoka (there are 35 of them) to accept the disaster/radioactive debris from towns in Iwate Prefectures.

Let's see, will he be able to keep his job?

Radioactive materials: "No one trusts the measurement by the national government", says the Ministry of the Environment ranking official

 高山智司環境政務官は10日、静岡市内で記者会見し、東日本大震災で発生したがれきの放射線量の測定について「国が測ったのでは信用してもらえない。国も測っているが、その上で自治体にも測ってもらいたい」と発言した。

Parliamentary Secretary for the Ministry of the Environment Satoshi Takayama held a press conference on December 10 in Shizuoka City [in Shizuoka Prefecture] and said about the radiation measurement of the debris from the March 11 earthquake/tsunami, "No one trusts the measurement by the national government. We are measuring, but we would like the local municipalities to measure it also."

 これに対し、同席した大村慎一静岡県副知事は会見後、毎日新聞の取材に「国が『信用してもらえない』と言うのは、安全性の基準の根幹を揺るがす発言だ」と不快感をあらわにした。

Vice Governor of Shizuoka Shinichi Omura, who was with Takayama in the press conference, was visibly annoyed when Mainichi Shinbun asked him about the Secretary's remark after the press conference. "To say 'No one trusts the government's measurement' is to shake the very foundation of the safety standard."

 被災地のがれきを巡っては、国は安全性を確保されたものについて受け入れるよう、全国の自治体に要請。県は安全確保を徹底するため、受け入れの際には独自に放射線量の測定を行う方針を決めている。

The national government has been pressing the municipalities throughout Japan to accept the disaster debris if proven safe. [Shizuoka] Prefecture has already decided to conduct its own radiation survey when it accepts the debris to make sure it is safe.

 この日は記者会見に先立ち、県が自治体向け説明会を開き、こうした方針を説明。高山政務官は記者会見で国の姿勢について質問を受けた。

On December 10 before the press conference, the Shizuoka prefectural government held a meeting with officials from the municipalities and explained the prefectural government's policy. Parliamentary Secretary Takayama was asked about the national government stance during the press conference.

Shaking the very foundation of the national safety standard, says the vice governor. Oh was there a foundation?

Quickly checking the vice governor's resume on the Shizuoka prefecture website, he is a career bureaucrat of the national government sent to local municipalities to assist the local government. He has been to Hokkaido, Gifu, Kitakyushu City, Shizuoka, and in between the assignment he comes back to the ministries in the national government for a few years and advances his career. The other vice governor of Shizuoka is a local bureaucrat who has worked in the prefectural government all his career.

This is the prefecture whose governor, Oxford grad Heita Kawakatsu, went crazy over the radioactive teas, accusing everyone of spreading "baseless rumors" about his teas.

On November 10, after Governor Kawakatsu expressed his strong desire to be one with the disaster-affected areas and to accept the debris, mayors of Shizuoka's 35 municipalities issued the declaration that said they would do their best to make the governor's desire come true.

Misato Yugi is a super-hyper-positive artist whose "red dot" radiation drawings have become widely known in post-Fukushima Japan.

But the video is rather disturbing. I stopped when a small child is made to sit in front of the heap of red dots, and a fork and a knife materialize in her hands, with black figures towering over her. Just like Koriyama City schools and elsewhere, force-feeding children with food as long as the radioactive material density is below the provisional safety standard.

Fukushima Prefecture's Latest "Decon" Technology: Leaf Collector

Sorry to bother you with another "high-tech" decon strategy coming out of Japan that makes you doubt the collective intelligence of the people in that island nation.

Fukushima Prefecture officials are ready to call "engine bloomer" - a leaf collector - as a powerful tool to decontaminate.

県は芝生に積もった落ち葉を効率的に回収する除染技術実地試験を9日、白河市のしらさかの森スポーツ公園芝生広場で行った。

The prefectural government of Fukushima tested the decontamination technology to effectively collect fallen leaves on the lawn on December 9 in Shirasakanomori Sports Park in Shirakawa City.

 除染に役立つ技術の効果を確認するためにさまざまな方法を県内数カ所で実施している。この日は白河市の西牧植園(西牧拓人社長)が提案したドイツ製の落ち葉回収機を使った試験を行った。

The government is testing the effectiveness of various decontamination technologies in several locations in Fukushima. On December 9, they tested the German-made leaf collector proposed by a landscaping company in Shirakawa City.

 落ち葉回収機はプラスチック製のブラシを回転させて芝生から葉をかき出す「エンジンブルマー」という機械を使用。葉を集める力が大きく、樹木を傷つけにくいことから、芝生や果樹園などの除染に効果が期待されるという。

The leaf collecter is called "Engine Bloomer" which uses a rotating plastic brush to scrape leaves off the lawn. It has a big collecting power without damaging the trees, and it may be effective in decontaminating the lawn and orchards.

 試験では西牧社長らがエンジンブルマーを使って芝生に積もった枯れ葉を除去した。作業前には地上1センチで毎時0・44マイクロシーベルトあった放射線量が作業後は0・24マイクロシーベルトに低下。県はこの手法について除染アドバイザーの評価を受けた上で公開することにしている。

In the test, the president of the landscaping company removed the dead leaves on the lawn using the "Engine Bloomer". The radiation level 1 centimeter off the ground was 0.44 microsievert/hr before the test, which dropped to 0.24 microsievert/hr after the test. The Fukushima prefectural government will ask the decontamination advisor of the prefecture to evaluate this technology, and plans to make it public.

So, a leaf collector, by virtue of collecting the dead, radioactive leaves off the lawn, is called "decontamination technology". Just like a high-pressure washer is called exactly that because it washes the roof and the wall contaminated with radioactive materials.

Fukushima Prefecture's decon advisor is none other than Shunichi Tanaka, former Deputy Commissioner of the Nuclear Commission. The last I saw him on a Youtube video, he was telling the decon volunteers in Date City in November to use their own judgment whether to put on masks because the local residents didn't dress like these volunteers. Don't alarm the residents, he was basically saying, even though he was there to ensure the volunteers were protected from radiation exposure.

Now, you may ask why Fukushima Prefecture is doing all these bizarre "decon" experiments. Answer: to retain the residents. Why? Because if the residents move out of Fukushima permanently (i.e. removing the resident registers to other prefectures) the prefecture will lose grants from the national government, which are based on the number of residents in the prefecture. Less residents, less money for the Fukushima government. Less money for the government, less power for the politicians.

NRC's Commissioners Have "Grave Concerns" With Chairman Jaczko

Four commissioners of the US Nuclear Regulatory Commission sent a letter to the White House accusing Chairman Greg Jaczko of bulling and intimidating staff and experts. There are 5 commissioners including Jaczko.

The US the House Oversight and Government Reform Committee will have a hearing on December 14. The 4 commissioners expressing "grave concerns" with Jaczko are Commissioners George Apostolakis, William Magwood IV, William Ostendorff and Kristine Svinicki. It looks like a political infighting, as usual, and the issue is over the Yucca Mountain nuclear waste site, in particular.

I don't know much about this chairman, but he sure made the right decision in advising American citizens living in Japan to move out of 80-kilometer radius from the nuke plant.

The chairman is still expected in Japan on December 18 for the joyful occasion of declaration of "cold shutdown" at Fukushima I Nuclear Power Plant by the totally corrupt and inept Japanese national government.

I don't know what these commissioners are complaining about. Chairman Jaczko has said there is no need to tighten any regulation in the aftermath of the Fukushima disaster because it was a five-sigma event. Nuclear power plants are safe, and radiation is good for you.

Dec. 10 (Bloomberg) -- U.S. Nuclear Regulatory Commission Chairman Gregory Jaczko is causing “serious damage” to the agency and is “creating a chilled work environment,” his four commission colleagues said.

Jaczko has bullied career staff and attempted to intimidate an independent panel of technical advisers, the other NRC commissioners said in an Oct. 13 letter to White House Chief of Staff William Daley, released yesterday by Republicans on the House Oversight and Government Reform Committee.

“In a long series of very troubling actions taken by Chairman Jaczko, he has undermined the ability of the commission to function,” Commissioners George Apostolakis, William Magwood IV, William Ostendorff and Kristine Svinicki said in the letter that described their “grave concerns.”

Jaczko responded that the commission's majority has “loosened the agency's safety standards” over his opposition. The exchanges bring into the open tensions and conflict within the agency that is responsible for regulating the 104 commercial reactors in the U.S. and is considering applications for a new generation of power plants.

The NRC commissioners are scheduled to testify before the committee, led by California Republican Darrell Issa, about the rifts on Dec. 14.

“There is no chilled work environment around me,” Jaczko said in a Dec. 7 letter to Daley. “I have never attempted to intimidate” the technical advisory panel, and “I do not ignore the will of the commission on policy matters,” he said.

Loosened Standards

“Unfortunately, all too often, when faced with tough policy calls,” the commission majority “established policies that have loosened the agency's safety standards,” he said.

Jaczko wasn't open with colleagues about his intent to stop work on a proposed waste site at Nevada's Yucca Mountain, according to a June report from the NRC's inspector general.

Republicans have accused Jaczko of stopping work on the Yucca project for political reasons, which he has denied. President Barack Obama has moved to halt the project. Jaczko is a former aide to Senate Majority Leader Harry Reid, a Nevada Democrat who led opposition to the Yucca site.

Jaczko's opponents are waging a “politically motivated witch hunt against a man with a proven track record of ensuring that nuclear power is produced as safely and responsibly as possible,” Adam Jentleson, a Reid spokesman, said in an e- mailed statement.

Japan Response

A report released yesterday by Representative Edward Markey of Massachusetts blamed the four commissioners for trying to impede Jaczko's response to Japan's nuclear crisis in March.

They “conspired, with each other and with senior NRC staff, to delay the release of and alter” an agency task-force study on the crisis, according to the 22-page report. It is based on documents submitted by the commissioners in response to an October request from Markey, the top Democrat on the House Natural Resources Committee.

Jaczko, a former congressional science fellow for Markey, has urged the NRC to move quickly in implementing the task- force's recommendations to improve safety at U.S. reactors after an earthquake and tsunami caused radiation leaks and meltdowns at Tokyo Electric Power Co.'s Fukushima Dai-Ichi nuclear plant.

Markey's report found e-mails and other documents with “high levels of suspicion and hostility directed” at Jaczko. At other times, e-mails showed Jaczko's colleagues “assumed ill intent on the part of the chairman” and tried to “undermine his efforts or refuse his requests.”

"Decontamination" for Next Year's Cherry Blossom Viewing Season in Fukushima City

Where in Fukushima City?

Watari District, where rice with radioactive cesium exceeding the national provisional standard has been discovered, where Professor Yamauchi of Kobe University has said again and again that "decontamination" didn't work and that it even increased the contamination.

I hear it is a very popular place for springtime cherry blossom viewing and partying, with hundreds of thousands of tourists each year visiting the place. Faced with another dismal season, the owner of the land where the trail to the mountain starts decided to "decon".

福島市渡利の花見山で10日、来年の花見シーズンに向けた除染の実験が行われた。

On December 10, a decontamination experiment was conducted at "Hanami-yama" [cherry blossom viewing mountain] in Watari District of Fukushima City, in preparation for the next year's viewing season.

 毎年約30万人が訪れる桜の名所も、今春は、東日本大震災と東京電力福島第一原発事故の影響で9万4000人に激減。谷あいにあり、放射線量も比較的高いため、登山口の地権者が、アスベスト対策などで実績のある長崎県佐世保市の企業に作業を依頼した。

The place is famous for cherry blossoms, with about 300,000 tourists visiting each year. However, this year, the number of tourists dropped dramatically to only 94,000 because of the March 11 earthquake/tsunami and the Fukushima I Nuclear Power Plant accident. It is located in the mountains and the radiation levels are relatively high. So the owner of the land where the trailhead to the mountain is located asked a firm in Sasebo City in Nagasaki Prefecture to decontaminate. The firm is noted for its asbestos countermeasures.

 作業は、登山口周辺で行われ、作業員が、硫黄と石灰を混ぜた特殊な液(NDロック液)に硫酸バリウムなどを混ぜて作った液体を地面に散布した。

The work was done around the trailhead. The workers sprayed the ground with the liquid solution made of sulphur and lime ("ND Lock" solution) mixed with barium sulfate.

 液体には、線量の低減と放射性セシウムの飛散を防ぐ効果があるといい、実験に参加し、市内の除染作業に携わっている会社役員(56)は「線量が下がることが確かめられれば山林の除染にも応用したい」と話している。

It is said that the solution is effective in lowering the radiation levels and preventing the dispersion of radioactive cesium. A 56-year-old director of a company that does decontamination work in the city says, "If it is shown that the solution lowers the radiation levels, I would like to use it to decontaminate mountains and forests.

Mountains and forests. Good luck with that.

On second thoughts, as long as he gets a lucrative contract from the city or from the prefecture, I guess that's all that matters to him, regardless of whether the true "decon" (=removing radioactive materials) is achieved.

According to the manufacturer of the "ND Lock" (ND stands for "no detect"), the solution is used for asbestos treatment, and is the anti-dispersion solution for asbestos. What this has to do with lowering the radiation or preventing the dispersion of radioactive cesium, I have no idea.

But in a "bubble", anything goes, and that's one definition of a bubble - anything goes.

Professor Hayakawa's Fukushima-Chernobyl Comparison Map, Updated (and Updated Again Already...)

and the radiation contour map version 5 have arrived. And after the reprimand, the professor seems more invigorated than ever.

Professor Yukio Hayakawa, irascible and irreverent (at least on twitter) volcanologist has been formally reprimanded by the president of his university (Gunma University) who happens to have a strong tie (the president is on the right side of the photo, at the link) with the Japan Atomic Energy Agency (JAEA), and the professor seems invigorated more than ever.

As if to send a message to the president of the university, small private donations from people who have followed Hayakawa are pouring in to the university's coffer specifically to support Hayakawa's work, to the surprise (and probably dismay) of the university and amusement of the administrative staff.

Hayakawa himself seems to consider the whole incident is such a great opportunity that has finally arrived - to reach people in Fukushima. For the first time, a Fukushima local newspaper reported on him as someone who is "insulting our farmers". Hayakawa, on learning about the newspaper coverage, wrote on his tweet: "Hurray! Finally! I'm reaching people in Fukushima!"

From what I have read, people in Fukushima, despite this Internet age, have been insulated from the reality thanks to the very selective coverage of the local media (newspapers, TV). It is only recently, it seems, that the reality is dawning at least on some of them that they are in deep trouble.

Hayakawa was telling the Fukushima farmers in March and April, "Don't grow vegetables, don't plant rice, because they will be so radioactive. Look at the radiation map I made." During summer, he was calling for mowing down the rice fields, and calling the farmers who grew rice in the highly contaminated areas in Fukushima "killers" who were growing "poison rice" (rice with radioactive materials) just so that they get compensated. On twitter and blog, unfortunately. But up until December 8, the media, both mainstream and alternative, completely ignored him.

Why? Probably because he is an "outsider". He is a geologist and volcanologist, not a radiation expert or nuclear scientist. He may know much, much more about how super-minute particles may behave and spread than the nuclear physicists who have been paraded on TV since March 11, but he doesn't know anything about radiation or nuclear reactor, does he? And where is he, at Gunma University? A national university for sure but with no name, like Tokyo U or Kyoto. Not even Tohoku or Nagasaki.

He does not fit in, and that's what irritates many people in Japan. Gunma University was so irritated, in fact, that it disallowed the use of electricity in his office during the press conference (link in Japanese) on December 8. The press conference was done without light and heat, in a dim light from outside. One reporter's camera ran out of battery.

#Fukushima I Nuke Plant: NISA Admits to 7 Tonnes/Hr Water Leaked from RPV?

A tweet by a Lower House Councilman Hiroshi Kawauchi (DPJ) says the Nuclear and Industrial Safety Agency now admits in its report that the Reactor Pressure Vessel may have been broken by the EARTHQUAKE, not tsunami. No info about which reactor.

Independent journalist Ryuichi Kino says whatever this document is, it is not yet uploaded to the NISA's site. I've checked the METI (Ministry of Economy, Trade and Industry) press release page, and there is none so far.

Councilman Kawauchi's tweet from December 9, 2011:

原子力安全保安院資料。原子炉内部の地震による微小な損傷は否定できず、と記載。1時間で7トンもの冷却材が失われる損傷を「微小」と表現する感覚は、驚くばかりだが、とにかく原子炉内部の損傷の可能性を認めたことは事実。

Document from the Nuclear and Industrial Safety Agency. It reads "a minute damage inside the reactor from the earthquake cannot be denied". It is just surprising to me that they can call a damage that caused the loss of coolant [water] at 7 tonnes per hour "minute", but anyway they have admitted to the possibility of a damage inside the reactor.

Now, what would this mean? A curious article comes to mind. France's Le Monde reported on December 7 that the government's committee investigating the accident is about to release its interim report, and the report is going to say it is the earthquake, not tsunami as TEPCO and the government has so far insisted, that caused the damage that led to the accident. (I read Le Monde's article in the Japanese translation summary on this blog, but the original seems to be this - you have to be a subscriber of Le Monde to read it, apparently.)

Another valiant attempt by NISA to cover its behind is my guess.

"Baseless Rumors": Japanese Twitterers Do Not Believe Yoshida's Cancer is in the Esophagus

Partly because of distrust of anything that comes out of the mouth of any TEPCO/government person, but also because of a TEPCO video in which Yoshida appeared to explain to the viewers the then-current situation at Fukushima I Nuclear Power Plant.

They think they see a bulge on the left side of his neck, and they think it is either thyroid or lymph node. Here's one of the threads captured at "Hanayu" blog.

About the 70 millisievert radiation exposure that Yoshida allegedly had: It was April 30 that TEPCO finally announced the result of the internal radiation measurement of the plant workers using the whole body counter at J-Village, because the WBCs at Fuku-I coudn't be used because the background radiation was too high. Besides, the whole body counter cannot measure alpha and beta rays. (It only measures gamma rays.)

Also, he slept at the plant in the early days of the accident, and the radiation inside the building was particularly high back then, with radioactive materials thick in the air from the hydrogen explosions because the doors and windows didn't close well.

NRC's Greg Jaczko To Visit Fukushima In Time For Declaration of Successful "Completion" of Step 2

of the TEPCO/Japanese government roadmap. Chairman Jaczko will be there to give blessings to the declaration of "cold shutdown" of the broken reactors at Fukushima I Nuclear Power Plant.

The farce continues.

国と東京電力が福島第一原子力発電所について、今月中旬にも原子炉の温度が安定して100度以下となる「冷温停止」状態を実現したと発表するのに合わせて、アメリカの原子力規制委員会のヤツコ委員長が日本を訪問し、事故後初めて、福島第一原発を視察する方向で調整していることが明らかになりました。

It has been disclosed that the US Nuclear Regulatory Commission chair Gregory Jaczko may visit Japan and tour Fukushima I Nuclear Power Plant for the first time since the accident in mid December, when the Japanese government and TEPCO are scheduled to announce the achievement of "cold shutdown" whereby the temperatures of the reactors remain steadily below 100 degrees Celsius.

関係者によりますと、ヤツコ委員長は、日本政府と東京電力が今月中旬にも福島第一原子力発電所の冷温停止状態を実現したと発表し、事故収束に向けた工程表の「ステップ2」を終了するのに合わせて、18日ごろから日本を訪問する方向で調整しているということです。

According to the sources, Chairman Jaczko is scheduled to visit Japan from December 18, around the time the Japanese government and TEPCO are set to announce that the "cold shutdown" has been achieved at Fukushima I Nuclear Power Plant and that "Step 2" of the roadmap toward winding down the accident has been achieved.

訪日中には、福島第一原発を事故後初めて視察し、現状を確認したり、担当者から話を聞いたりするほか、日本政府の高官らと会談することにしています。アメリカ原子力規制委員会は東日本大震災発生後、常時、支援に当たる専門家チームを派遣してきましたが、「ステップ2」以降の課題として、原子炉内の状況をさらに正確に把握する方法や、残された燃料をどのように安全に取り出すのかなどについて日本側の方針を聞き、アメリカとしてさらに何らかの支援ができないか話し合う予定です。

During the visit, Chairman Jaczko will visit the plant for the first time since the accident to survey the current condition and speak with the plant people. He will also meet with high ranking officials of the government. The US NRC sent a team of experts to provide constant support after the March 11 disaster, and the chairman will discuss with the Japanese officials about the tasks beyond "Step 2", which includes more accurate assessment of the condition inside the reactor and the safe removal of remaining fuel, and see if the US could help Japan in some way.

また、原子力規制委員会は事故直後の状況について、より詳細な情報が知りたいとしており、日本側に対し、さらなる情報の開示を求めるものとみられます。

It is said that the NRC wants to have more detailed information on the condition right after the accident started, and is likely ask Japan for more information disclosure.

Even after Fukushima, Chairman Jaczko seems to think there's no need to change anything in the US, as the event like Fukushima will be so rare.

I guess he hasn't heard of the chaos theory or a black swan event. Nor was he aware that a black swan event, or a fat-tail event, or five sigma event, did happen in 2008, bringing down the global financial system. Another five sigma is looming in Europe.

Or simply an old adage, "When it rains it pours."

Fukushima I Nuke Plant: TEPCO Defers Decision on Dumping Treated Water into the Ocean

TEPCO is smarter than you think.

By deferring the decision on what to do with the treated water at Fukushima I Nuclear Power Plant, TEPCO will be able to dump it in the end anyway, when the storage tanks becomes full by March next year. Wait till the last minute, like it did with the first dumping of low-contamination water in April, and TEPCO can plead to the government that there is no other choice. The government will approve the dumping, with regrets, telling citizens that there is no other choice, and claim it will have obtained permission from countries that may be affected. The chief cabinet secretary will no doubt on hand to say there is no immediate effect on marine life, no immediate effect on human life, just like the previous cabinet secretary said.

Same old, same old.

東京電力は、福島第一原子力発電所で放射性物質を含む汚染水を処理したあとの水について、さらに放射性物質を減らしたうえで海に放出することを検討していましたが、全国の漁業協同組合の団体からの抗議を受けて、放出するかどうかの判断を先送りしました。

TEPCO has been considering the release of water treated to remove radioactive materials at Fukushima I Nuclear Power Plant into the ocean, after further treating it to reduce the remaining radioactive materials. However, faced with the protest from the fisheries cooperative associations, the company has deferred the decision on whether to release the water or not.

福島第一原発では、原子炉建屋の地下などにたまった汚染水を処理して原子炉の冷却に再利用していますが、地下水が建屋に流れ込み、当初想定していたよりも多くの汚染水が発生しています。
東京電力によりますと、地下水の流入を止めることは難しく、再利用しても水が余ることから、来年3月には、およそ16万トン分の保管用のタンクが満杯になるおそれがあるということです。

At Fukushima I Nuke Plant, the contaminated water in the reactor/turbine building basements are treated and recycled to cool the reactors. However, groundwater has been leaking inside the building, creating more contaminated water than initially anticipated. According to TEPCO, it is difficult to stop the inflow of groundwater, and there is much excess water even after recycling. By March next year, the storage tanks with total 160,000 tonnes capacity may become full, the company says.

このため東京電力は、処理後の水に含まれる放射性物質をさらに減らし、国の基準を下回った水について周辺の海に放出することを検討していたもので、8日夜、国の原子力安全・保安院に提出した、今後3年程度の原発の運営計画に盛り込む予定でした。

TEPCO has been considering the release of the water after treating further to reduce the remaining radioactive materials to drop the density of radioactive materials below the national standard. The plan was to be included in the operational plan of the plant for the next 3 years which was submitted to the Nuclear and Industrial Safety Agency on December 8 evening.

ところが、全国漁業協同組合連合会から海に放出しないよう抗議を受けたことから、運営計画には、処理したあとの水のことは盛り込まず、海への放出の判断を先送りしました。

However, due to the protest from the national federation of fisheries cooperative associations demanding the company not to release the water into the ocean, TEPCO didn't include the issue of the treated water in the operational plan, and deferred the decision on the release of the water into the ocean.

東京電力の松本純一本部長代理は「処理したあとの水の扱いは方針が決まらなかった。方針は近く決めないといけないが、さまざまな意見を踏まえたうえで検討したい」と話しています。

TEPCO's spokesman Junichi Matsumoto says, "We couldn't decide on what to do with the treated water. We should make a decision soon, but we will consider various opinions carefully."

400 tonnes of groundwater is flowing into the building basements per day. 12,000 tonnes per month. 144,000 tonnes per year.

I have a better idea than dumping the treated water into the Pacific Ocean. Bottle it and sell the bottles, naming it, say "Fukushima Pure" or something. It should be a smashing success with people who are eager to obtain radiation hormesis effect. Lifetime supplies to Doctors Rockwell and Allison, Guardian's Monbiot who came to love nuclear power because of the Fukushima accident. Minister of the Environment Hosono and his sidekick Sonoda can have them too.

100 million becquerels per liter of radioactive strontium and plenty of tritium. Mmmm.

Radioactive Debris: Tomakomai City in Hokkaido Says "Yes!" to Accepting and Burning

Goodbye Hokkaido. Goodbye Japan, on its time-tested path of self-destruction.

The Tomakomai City committee for safety unanimously voted down the petition asking the city not to accept the debris. What's next, residents?

苫小牧市議会の安全・安心のまちづくりに関する特別委員会(西野茂樹委員長)は8日開かれ、東日本大震災に伴う災害廃棄物(がれき)の受け入れの拒否を求める陳情を、全会一致で不採択とした。これで市に続き、市議会としてもがれき受け入れに協力する姿勢を鮮明にした形になった。

The special committee for safety and security of the Tomakomai City Assembly was held on December 8, and the committee voted down unanimously the petition not to accept the disaster debris from the March 11 earthquake/tsunami. The City Assembly thus made it clear that it supports the city government's willingness to accept the disaster debris.

 質疑では、陳情の趣旨が基準に関係なく受け入れ拒否を求めていることに、菊地一己副市長は「基本的に考え方は違うとの印象だ」と述べ、あくまでも市は安全安心を条件に受け入れる基本姿勢を強調した。

In the question and answer session, Vice Mayor Kazumi Kikuchi said about the petition that called for refusal of the debris regardless of the radiation standard, "Basically, my impression is that we have different ideas." He emphasized the city's position that it will accept the debris as long as it is safe and secure.

 理事者側は、環境省が広域処理のガイドライン(指針)で示した放射性セシウム濃度1キログラム当り100ベクレル以下であれば、放射性物質として扱わないとする基準について「(放射能濃度が)全くゼロはあり得ない。最終的には100ベクレルが廃棄物処理法の中でもあり、一つの基準になるのでは」と答弁した。

Board of directors [a panel of experts??] commented on the standard in the wide-area disposal guideline set by the Ministry of the Environment that if the density is 100 becquerels/kg of radioactive cesium and below, it is not considered as radioactive material. "It is not possible to have zero radiation [in the debris]. Ultimately, 100 becquerels/kg [of radioactive cesium] could be used as one standard, since it is already specified in the waste disposal law."

 委員からは、100ベクレル以下のがれきの焼却灰を埋め立てした時の影響に関する質問があった。理事者側は、苫小牧市内2カ所の焼却炉は飛灰と主灰が混ざって出てくる構造であることを説明。その上で「(ガイドラインの数値より)苫小牧では実際にはもう少し小さくなると考えている。埋め立て後の大気への影響はないと考える」と答え、基準内であれば大気への影響はないとの見解を示した。

The committee members asked about the effect on the environment when the ashes from the debris with 100 becquerels/kg or less of radioactive cesium are buried. Board of directors explained that the structure of the incinerators at two locations in Tomakomai City is such that the fly ash and the bottom ash are not separated. They added, "The level of radiation [of the ashes??] would be lower in Tomakomai. We don't think there will be any effect on the atmosphere after the ashes are buried" if the radiation standard is observed.

 焼却灰に係る懸念の検証について菊地副市長は「(がれきを)沼ノ端で燃やして実験することはできない。道が東京都に調査に行っている。結果を注視したい」と答え、東京都のデータを参考に判断する考えを示した。

As to the concern over [the radiation on] the ashes, Vice Mayor Kikuchi said, "We cannot experiment by burning (the debris) in Numanohata District [where they plan to burn the debris]. The Hokkaido government is sending officials to Tokyo to investigate. We will wait for the result", indicating the city will decide based on the data from Tokyo.

So, they really don't know how radioactive the debris is, their incinerators don't even separate fly ashes and bottom ashes, they think 100 becquerels/kg of radioactive cesium in the debris is safe.

100 becquerels/kg of cesium in the debris will result in 3300 becquerels/kg of cesium in the ashes. Hokkaido's contamination from the Fukushima accident is low to ND so far, and yet the officials who run the show think nothing of burying the ashes that have 3300 becquerels/kg of cesium. To help Iwate, Miyagi and Fukushima. Right.

The adjacent city north of Tomakomai, Chitose City, is opposed to accepting disaster/radioactive debris. It doesn't matter much, does it, if the city right next to it is burning the debris?

Fukushima Residents Had Max 37 Millisieverts External Radiation in 4 Months

according to the analysis by the Fukushima prefectural government.

東京電力福島第一原発の事故による福島県民の外部被曝(ひばく)線量について、住民約1730人の推計値が最高37ミリシーベルト、平均1ミリシーベルト強だったことが県の解析でわかった。今回の対象は、飯舘村など比較的、空間線量が高い3町村の住民だが、約半数の住民が4カ月間で平常時の年間限度1ミリシーベルトを超える被曝をしていた。

Regarding the amount of external radiation exposure suffered by the residents of Fukushima Prefecture as the result of the Fukushima I Nuclear Power Plant accident, the analysis by the prefectural government has revealed that it is estimated that the amount is 37 millisieverts maximum with the average of over 1 millisievert for 1730 residents in 3 municipalities with high radiation levels including Iitate-mura. About half of the residents had over 1 millisievert external radiation exposure in 4 months. The annual radiation exposure limit [excluding the natural radiation] is 1 millisievert.

 住民の外部被曝の実態が判明するのは初めて。県は近く結果を公表し、本人に郵送で連絡する。

This is the first time the external radiation exposure of the residents [of Fukushima] is disclosed. The Fukushima prefectural government plans to publish the result of the analysis soon, and notify the residents by mail.

The prefecture and Fukushima Medical University (whose vice president is that Dr. "Damashita" Yamashita) sent out detailed questionnaires for the Fukushima residents to fill out. For the residents of the three municipalities - my guess is Iitate-mura, Namie-machi, and Minami Soma City - they did some testing of internal radiation exposure.

By no means this analysis is comprehensive, as Iitate-mura alone had 6,000 residents before the village was designated as "planned evacuation zone".
