The crane was doing the dust sampling on August 24.
The crane was doing something else on August 22, when some Japanese watching the TEPCO Live Cam noticed the crane which looked like it was toppling over the reactor building. It did no such thing, it was simply folding.

not much left of the building... unbelievable they tried to make us believe that those where "just" hydrogen explosions...
TEPCO made the workers go up to this "top floor" or what's left of it and install the heat exchanger for the spent fuel pool. The workers received a solid radiation, I hear. It took many workers to limit the radiation exposure.
A lot of bio-bots will need to give their lives and health to mitigate this disaster.
It sucks, it is the way it is.
